Senior Budget Analyst Lead

Job Summary: We are seeking an experienced professional to serve as the Budget Chief and Fiscal Manager for the Ohio Department of Developmental Disabilities (DODD). As a key member of our team, you will play a critical role in planning, directing, and coordinating the entire DODD budgetary, fiscal management, and control systems.



Key Responsibilities:





  • Assist the senior financial manager in evaluating, developing, and recommending budgetary and fiscal management policies, procedures, goals, and objectives.

  • Coordinate and manage the Operating Budget preparations for DODD, including estimating revenues and expenditures, overseeing program narratives, and coordinating budget language submissions.

  • Develop and project annual division budgets, and direct the development of allotments for each fiscal year.

  • Implement improvements to fiscal programs, including providing guidance, establishing deadlines, and resolving complex issues.

  • Collect and review all Medicaid Program estimates for completeness, accuracy, and adherence to established budgetary guidelines.

  • Monitor department expenditures and revenue balances, and create, monitor, adjust, and verify appropriation, allotment, and agency track budgets.

  • Supervise assigned staff, including completing performance evaluations, approving requests for leave, and recommending applicants for hire.

  • Initiate appropriation requests to the Controlling Board, and oversee the maintenance of the Chart of Accounts for revenue and expenditure coding.

  • Perform fiscal analysis, and run and balance OAKS BI voucher detail reports, general ledger reports, encumbrance balance reports, revenue, and cash balance reports.

  • Participate in meetings with DODD staff and training sessions offered by The Office of Budget and Management, and represent DODD in various program development meetings and committees.



Requirements:





  • At least 66 months of experience or 66 months of training in financial administration.

  • Completion of an undergraduate core program in public or business administration, accounting, finance, or a related field, with 42 months of experience or 42 months of training in financial administration.

  • Completion of a graduate core program in public or business administration, accounting, finance, or a related field, with 30 months of experience or 30 months of training in financial administration.

  • Or 12 months of experience as a Financial Program Manager, or equivalent experience.



Preferred Qualifications:





  • Completion of the Fiscal Academy may be substituted for 4 months of required accounting/fiscal experience.

  • Experience with fiscal management systems and tools, including Cognos and OAKS.
