Job Description

SCOPE AND PURPOSE:

The Project Manager (PM) is responsible for providing financial and administrative compliance support to the technical team and implementing partners required for the successful implementation of the project within Puerto Rico.

The PM will ensure that all technical and other project staff receive all necessary support for project implementation.

The PM is responsible for reviewing programmatic and financial documentation submitted by project staff, responding to requests from project partners or donors, and maintaining up-to-date programmatic and financial knowledge of the project.

Furthermore, the PM is responsible for analyzing and processing project data and recommending courses of action based on specific project experience and compliance with NCBA CLUSA and donor regulations. The PM will also participate in new program development when required. 

The PM provides input to the Technical Specialist’s work direction and works closely with NCBA CLUSA’s USDA Partnerships for Climate Smart Commodities (PCSC) Project Director to ensure that all contractual and financial matters are dealt with in an efficient and timely manner. 

AREAS OF RESPONSIBILITIES 

The following are specific tasks for which the PM holds responsibility.

Programmatic (40%) 

Maintains up-to-date knowledge of all programmatic and financial aspects of assigned projects; is a principal representative on behalf of the project in Puerto Rico and represents NCBA CLUSA policies and guidance to the Puerto-Rico based project staff; regularly updates the Director of Puerto Rico Programs on project progress.

Drafts, writes, reviews, analyzes, processes, and edits periodic progress reports, annual work plans, assessments, and evaluations prepared by project staff and partners; ensures that all relevant data from the project is aggregated into the NCBA CLUSA data systems; identifies issues and concerns related to any technical/programmatic issues that could jeopardize project implementation and/or achievement of objectives; raises identified issues with the NCBA CLUSA Senior Leadership and provides assessment and recommendations. 

Participates in new business development, when needed/ time permitting, including researching possible sources of funding and new programs. 

Financial (20%) 

Prepares, reviews and analyzes monthly financial reports prepared by project partners and/or by NCBA CLUSA staff and takes steps necessary to ensure that sufficient funds are available for continued project operation. 

Develops and monitors annual project budgets; has oversight responsibility for the budget; ensures line-item integrity of the budget; monitors levels of spending, and obligation requirements, prepares donor requests for additional funding and obligation increases. 

Prepares pipeline production and analyses that contain assumptions, recommendations, and/or required actions; regularly reviews and updates project budget and pipeline with supervising NCBA CLUSA staff. 

Contracts and Agreements (20%) 

Ensures compliance with contract provisions and application of USG regulations. 

Monitors partner compliance with subcontracts and sub-agreements; works with supervisor to determine best strategies for resolving issues. 

Reviews, analyzes, and processes project contracts and agreements; initiates periodic project contract amendments including changes in deliverables, resource allocation, budgetary adjustments, and level of effort; ensures that technical proposals and budgets for supplemental funding are complete, correct, and in the appropriate format, informing and coordinating with the NCBA CLUSA supervisor and business development team; circulates for review and approval by appropriate program and financial staff; provides synopsis, assessment, and recommendations to relevant financial and programmatic staff. 

Drafts, administers, and monitors project subcontracts and sub-agreements, guided by NCBA CLUSA policies and procedures and USG requirements, as determined by the NCBA CLUSA Supervisor. This will include drafting and negotiating scopes-of-work and required qualifications; conducting technical briefings, and reviewing invoices, and expenditure tracking.

Logistic and Administrative Support (20%) 

Initiates the procurement of project equipment and ensures inventory control procedures are in place in conformance with USG and NCBA CLUSA policies and procedures; reviews invoices and expenses. 

Reviews and/or provides content for periodic reports or summaries covering the technical status of the project, project profile updates, articles for the Cooperative Business Journal, the NCBA CLUSA website, and/or other publications.

Participates in regular project/finance reviews to be attended by appropriate program and finance staff. 

As required and/or requested, travels within Puerto Rico to provide support and train project staff, resolve outstanding issues; travel normally entails 1-2 days per week. 

Accepts and implements other assignments as they apply to the general scope of this position. 

LANGUAGE SKILLS: 

Ability to fluently read, write and speak English and Spanish.

REASONING ABILITY: 

Ability to solve practical problems and deal with a variety of variables in situations where complex tasks are necessary. 

PHYSICAL DEMANDS: 

While performing the duties of this job in an office setting, the employee is regularly required to remain in a stationary position. The employee will frequently move about to operate a computer and other office equipment such as a printer, copier, etc. The employee may need to transport an item weighing up to 10 lbs. During site visits, the employee will be required to frequently move about in an outdoor setting. 

WORK ENVIRONMENT: 

The noise level in the work environment is typically moderate, with the understanding that it may vary depending on whether an employee is working remotely or in the office. During normal business hours, whether in-office or remote, the noise level should be maintained at a low to moderate level.

The individual in this position works closely with and under the direction of the NCBA CLUSA’s PCSC Project Director and is expected to work in a positive, professional manner developing strong interpersonal communication with all staff and the general public. They also must pay close attention to details, be able to motivate others, set priorities, negotiate, and problem solve.
