Pharmacy Supply Chain Director

Job Summary
Jobleads-Us is seeking a highly skilled Pharmacy Supply Chain Manager to join our team. The ideal candidate will have expertise in managing centralized and decentralized Supply Chain Management systems, as well as experience using integrated Electronic Health Record (EHR) systems. The selected candidate will be responsible for overseeing contract compliance, optimizing Group Purchasing Organization (GPO) contracting resources, and monitoring vendor performance and product quality. Additionally, the successful candidate will reconcile Borrow/Loan exchanges with non-MGH pharmacies, represent Supply Chain on the Medication Management Committee, and liaise with manufacturers to stay current with respect to drug supply availability.
Key Responsibilities
* Vendor Management: oversee contract compliance, optimize GPO contracting resources, monitor vendor performance and product quality
* Service Level Maintenance: reconcile Borrow/Loan exchanges with non-MGH pharmacies, represent Supply Chain on the Medication Management Committee, liaise with manufacturers to stay current with respect to drug supply availability
* Inventory Optimization: initiate branded-to-generic conversions, control non-formulary ordering/purchasing/receiving process, set par levels
* Receiving: resolve invoicing/pricing errors, supervise matching of purchase orders with packing slips, escalate packing slip/purchase order mismatches with distributors and manufacturers
* Inventory Integrity: initiate requests for commodity numbers, oversee weekly cycle counts in central pharmacy carousels and main campus outpatient pharmacies, schedule and supervise annual inventory
* Issues and Transfers: collaborate with MGH Materials Management and Partners Transportation to ensure medication and supply orders reach main campus outpatient and off-campus outpatient cost centers on time and complete
* DSCSA: oversee DSCSA compliance and work with Pharmacy department stakeholders to ensure all DSCSA requirements and guidelines are in place
* Accounting Compliance: review interdepartmental charges to balance issues and receipts, facilitate monthly close by assisting Partners Finance in matching invoices with receipts
* Business Process Outsourcing: oversee 3rd party repackager, direct production activities of 3rd party compounders, participate in and advise Chief of Pharmacy on make vs. buy decisions
* Recalls: supervise drug recall process, monitor alerts, prompt action by accountable parties, track escalation online, police closure
* Waste Management/Reverse Distribution/Hazardous Medications: oversee central pharmacy's waste capture infrastructure, supervise waste capture methodologies off-campus, coordinate reverse distribution of captured waste through 3rd party, collaborate with MGH Environmental Services to dispose of non-reversible medications
* Plant & Equipment: supervise preventive maintenance of central pharmacy common areas, negotiate seasonal requests for flex space with MGH Materials Management and Buildings & Grounds, bear primary responsibility for central pharmacy drug storage and common areas meeting fire code
* First Responder: act as pharmacy department point of contact for MGH clinical departments with respect to sourcing and staging of smallpox, anthrax, and influenza vaccines, maintain custody of hospital's Centers for Disease Control emergency drug cache, manage pharmacy's relationship with CDC and Massachusetts DPH
* 340B Program: collaborate with 340B Pharmacy Program Team for inventory compliance with 340B Program's requirements and guidelines, provide data, information, and reports to assist 340B Team with purchasing optimization related to Program
Requirements
* Expertise in standards and regulations promulgated by relevant legal and regulatory bodies: Massachusetts Department of Public Health, Massachusetts Board of Registration in Pharmacy, The Joint Commission, Centers for Medicare and Medicaid, Food and Drug Administration, and United States Pharmacopeia
* Experience managing centralized and decentralized Supply Chain Management systems
* Experience using integrated EHR systems
* Knowledge of contemporary hospital pharmacy systems
* Effective interpersonal and communication skills

Education and Experience
* Licensed or eligible for licensure to practice pharmacy in Commonwealth of Massachusetts
* Graduate of ACPE accredited College of Pharmacy or Master's degree
* MBA, MHA, or other advanced degree preferred
* Pharmacist: Completion of ASHP accredited PGY1 Pharmacy, PGY2 Specialty Pharmacy, or PGY2 Health-System Pharmacy Administration Residency preferred
* Non-pharmacist: 5-10 years of supply chain experience required (healthcare supply chain experience preferred)
* Leadership experience with formal leadership training or supervisory experience highly preferred
Supervisory Responsibility
* Direct: Oversight of Supply Chain Management pharmacy team, approximately 6 FTE of professional and technical staff
* Indirect: Professional staff supported: non-employees
Fiscal Responsibility
* Actively manage human, capital, and operational resources for Supply Chain Management pharmacy areas, assist with annual budget process, identify opportunities for cost savings and revenue enhancements throughout Supply Chain Management space and related areas of Department
Working Conditions
* Must be able to lift to 20 lbs
