Essential Role and Responsibilities
The Associate Attorney will support legal, regulatory, and policy-related functions across multiple workstreams, contributing to the organization's oversight and compliance responsibilities. Key duties include:
Review and analyze legal documentation and submissions from covered entities.
Support the review of government processes and initiatives to ensure compliance with applicable laws, regulations, and policies.
Identify legal, regulatory, and operational risks and provide recommendations to mitigate such risks.
Prepare and issue requests for information and supporting documentation, as needed.
Interpret and apply applicable policies, statutes, and regulations in a consistent manner.
Conduct legal research on matters related to public law, regulatory compliance, and governance.
Draft legal memoranda, summaries, and internal guidance documents.
Assist in the preparation of presentations and materials for internal and external stakeholders.
Coordinate with internal workstreams to support timely evaluations aligned with the applicable fiscal plan and budgetary requirements.
Support Board-related workstreams and initiatives.
Develop and maintain a strong understanding of the organization's programs and the Certified Fiscal Plan.
Establish and maintain effective working relationships with internal staff, external advisors, and government officials.
Perform other duties as assigned by the Deputy General Counsel and/or the General Counsel.
Education and Experience
Juris Doctor (JD) from an accredited law school.
Active and current license to practice law in Puerto Rico and/or the United States.
One (1) to two (2) years of experience in a law firm, government, or in-house legal environment.
Fully bilingual in English and Spanish (written and verbal).
Experience with regulatory, administrative, or public law matters preferred.
Government or public sector experience is a plus.
Skills and Competencies
Strong analytical, organizational, and time-management skills.
Excellent legal research and writing abilities.
Ability to synthesize complex legal, financial, and technical concepts for non-legal audiences.
Strong attention to detail, sound judgment, and sense of urgency.
Ability to work independently and manage multiple priorities under time-sensitive deadlines.
Proven ability to handle sensitive and confidential information with discretion.
Strong interpersonal skills and ability to build effective working relationships.
Resourceful, adaptable, and willing to learn in a dynamic work environment.
Excellent written and verbal communication skills in both Spanish and English.
Interest in public policy, fiscal oversight, energy, infrastructure, or related regulatory matters is a plus.
