IEM is seeking a Full-Time Permitting & Procurement Specialist to join our team The Permitting & Procurement Specialist will support the City Revitalization Program funded through the Community Development Block Grant (CDBG) by coordinating permitting and procurement activities for revitalization projects. This role ensures compliance with local, Commonwealth, and federal requirements while supporting the timely acquisition of goods and services in accordance with CDBG procurement standards.

Primary Location:

Live within a commutable distance to Guaynabo, Puerto Rico
Work will take place either in the field, in an office environment, or remote from a personal location and will depend on the need of the project.

Essential Functions

Coordinate and track all permits required for CDBG-funded city revitalization projects, including municipal, Commonwealth, and federal permits.
Serve as a liaison with permitting agencies, municipalities, consultants, and contractors to support timely approvals.
Prepare, submit, and monitor permit applications and supporting documentation.
Maintain accurate permitting logs, schedules, and status reports for project leadership.
Support procurement activities in compliance with CDBG regulations and applicable federal requirements.
Assist in the preparation of procurement documents, including scopes of work, requests for proposals (RFPs), invitations for bids (IFBs), and requests for quotes (RFQs).
Support vendor solicitation, evaluation, and contract award processes.
Ensure procurement files are complete, well-documented, and audit-ready, including cost reasonableness and compliance documentation.
Monitor permitting and procurement milestones to support overall project schedules.
Provide technical assistance related to permitting and procurement requirements to internal teams and external stakeholders.

Minimum Qualifications

Experience: Three (3) years of experience supporting permitting and procurement activities for federally funded programs.
Knowledge of CDBG procurement requirements and general federal grant compliance standards.
Familiarity with Puerto Rico permitting processes related to infrastructure, housing, or urban revitalization projects.
Experience supporting procurement for construction, professional services, or municipal projects.
Degree: Bachelor's degree in Business Administration, Public Administration, Engineering, Construction Management, Urban Planning, or a related field.
Bilingual: Fluent verbal and written communication skills in English and Spanish.

Office Locations: Often, these offices are either owned by the client we work with or by IEM. All candidates are expected to follow any rules and regulations of the office in which they are required to work for that project.
Remote Locations: All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
