This position is located in Puerto Rico and requires the ability to travel around the island to meet with clients and stakeholders. Commutable to our Guaynabo, PR, ICF office for essential meetings.

ICF is currently seeking a Mid GIS Developer to build software using Geospatial technologies. As a Mid GIS Developer, you will be responsible for developing, implementing, testing, maintaining, and creating technical documentation for custom applications within the ESRI ArcGIS portal and online platforms. Additional application development technologies and tools required for this role include JavaScript, PostgreSQL, and ArcGIS API for Python.

In this role, you should be able to write highly scalable code that can be simultaneously used by thousands of users. You should be able to write automated unit tests and follow agile software development best practices. You should be a team player and an excellent communicator. If you are passionate about GIS technologies like the ArcGIS suite, open source technologies, and scalable software design/architecture, we’d like to meet you.

What you will be doing:

Develop custom tools, scripts, and applications to enhance GIS capabilities.

Develop and deploy geospatial web services and workflows including, views, feature services, and imagery services with ArcGIS Enterprise SDK, ArcGIS Online, and ArcGIS Pro SDK

Write clean, scalable code using Arcade, Python, SQL, and JavaScript programming languages.

Test and deploy applications and systems that utilizeArcGIS JavaScript SDK and ArcGIS Experience Builder developer edition technology.

Manage hosted databases in Azure/AWS

Revise, update, refactor, and debug code

Develop documentation throughout the software development life cycle (SDLC)

Collaborate with internal teams using agile development practices to produce software design 

What you must have:

Bachelor’s degree in geography, computer science or related field from a four-year college or university

3+ years of experience with ESRI, ArcGIS Enterprise, or similar GIS applications, and JavaScript.

2+ years of experience with PostgreSQLor other spatially-enabled databases and design/architectural patterns (e.g., Model-View-Controller (MVC)).

2+ years of experience with HTML5, CSS, and jQuery.

Ability to obtain a U.S. Public Trust security clearance

Willing to travel up to 25% in Puerto Rico as requested.

Bilingual Fluency in English/Spanish is required.

What we’d like you to have:

Experience in writing and consuming GIS REST and tile imagery web services.

Experience with Microsoft Azure for deploying and managing applications.

Experience building applications with LiDAR and custom satellite imagery. 

Experience with agile frameworks such as Scrum.

Experience with Selenium, GitHub, Jenkins, and Puppet is a plus.

Advanced problem-solving skills dealing with complex distributed applications.

Excellent troubleshooting and communication skills.

Familiarity and experience with related specialty ArcGIS tools such as ArcGIS Parcel Fabric, ArcGIS Image Server, ArcGIS GeoEvent Server, and ArcGIS Utility Network Services
